Rochester began his work with hospitals in 1985 when he was the Board Chairman of the Clay County Hospital. "We almost lost the hospital at a time when many rural hospitals were facing financial crisis," Rochester said. "The Hospital Board actually ran the hospital for a time between administrators. With careful financial decisions during a dangerous time, we were able to save our hospital."

Rochester's early work with the Hospital Board was noticed by Governor Bob Riley. Governor Riley appointed Judge Rochester to chair the State Health Coordinating Council. Rochester has served in this capacity since 2003. For his efficient handling of this important State Agency, Judge Rochester was a finalist for Alabama's Health Care Hero in 2005.
